Internet and Computer Use Policy

In response to evolving technology and the changing needs of the community, The Lincoln Heritage Public Library (LHPL), endeavors to develop collections, resources and services to meet the informational, educational and recreational needs of its patrons. LHPL therefore provides public access to the Internet and to a variety of electronic resources such as the library catalog, subscription databases and productivity software for public use. There follows LHPL policies relating to patron use of these resources. 

1. Patrons are required to have a LHPL card to use the Library’s computing resources and sign a copy of this Policy. Those who are not LHPL cardholders but live within the Library service area are requested to register for a library card and to verify their contact information by presenting a driver's license OR a current picture ID and one item of official mail such as a current utility bill.

2. To accommodate the computing needs of visitors from out of town, the Library will grant authorization to those who have read and signed a copy of this policy indicating they understand and will comply with the policies set forth in this document and have presented the appropriate identification to verify contact information (See #1 above).

Use of the library computers is on a first come, first served basis. An individual may sign up for 60 minutes at a time and may request additional time depending upon computer availability. Public use of the computer lab will end l5 minutes before the library closes. 

4. Patrons are expected to conduct their own searches. Time allowing, library staff members are available to help patrons in accessing the Internet and will offer general searching suggestions to assist users. 

5. Patrons should not save anything to the computer’s hard-drive. If needed, patrons should save to a floppy disc, a compact disc, or a flash drive. Discs may be purchased at the circulation desk.  

6. All library computers are filtered using Web Balanced Software.  

7. All users must refrain from inappropriate conduct while using computer resources or the Internet. Examples of inappropriate conduct include the following: 

·  Using library computer resources in a manner that violates federal, state, or local laws.

·  Interfering with, or disrupting, other library users, services or equipment.

·  Attempting to gain, or gaining, unauthorized entry to computer files, records, or data, communications devices or   other resources.

  • Displaying or printing obscene, abusive, violent, sexually explicit language or visuals.
     
  • Violating copyright laws and licensing agreements relating to software, files and other resources obtained via the Internet.
     
  • Destroying, damaging or disabling equipment, software or data.
     
  • Soliciting minors.
     
  • Using public computers for personal monetary gain.
     
  • Participating in electronic betting or wagering via the Internet.

 8. Computers located in the Library computer lab are available for use by adult users (18 years of age or older), as well as    young adult users (13 -17 years of age).

 9. Minors’ safe and appropriate use of the Internet is the responsibility of their parent or legal guardian. For this reason, written parental permission is required for young adults, aged 13-17 to access the Internet. Also note, the Library does not permit teens (aged 13-17) to access chat lines or other talk utilities on the Internet.

 10. The library does not act in place of, or in the absence of, a parent. Children under the age of 13 may use the Internet only when accompanied by an adult or guardian. Computers for their use are located in the Children’s Department.  

INTERNET DISCLAIMER

Since the Internet is a global electronic network, there is no state/county control of its users or content. The Internet and its available resources may contain material of a controversial nature. The Library cannot protect patrons from all offensive information. Parents of minor children must assume responsibility for their children’s use of the Internet through the Library’s connection. Library staff cannot control the availability of information links, which often change rapidly and unpredictably. Not all sources on the Internet provide accurate, complete or current information. The Lincoln Heritage Public Library assumes no responsibility for any damages, direct or indirect, arising from patron use of its WWW server or from its connections to other Internet services.

Video Cassette/DVD Borrowing Rules

1. Videocassettes may be borrowed by library patrons of the Lincoln Heritage Public Library under the following conditions:
      a. Borrowers must be 13 years of age or older.
      b. Patrons must have a valid library card.
      c. Patrons must be in good standing with no outstanding fines or charges.
      d. Patrons must limit videocassettes use to viewing only. Any other use represents a violation of the copyright law.

2. 3-day videocassettes/DVDs must be returned THREE DAYS from date of checkout. Friday’s videos are due back on Monday.
    Videos due back on a holiday need to be in the library on the following day.
      a. There will be no renewals or reserves of 3-day videocassettes/DVDs.
      b. Videocassettes/DVDs must be rewound.
      c. Patrons will be charged a $.50 rewinding fee for videos not rewound.

3. The use of 3 day videocassettes/DVDs will be limited to TWO TAPES (titles) per approved adult card.
      a. An overdue fine of $2.00 per tape per day will be strictly enforced.
      b. Borrowers are responsible for any major damage or loss of videocassettes while in their possession.
      c. If borrowing privileges are abused, patrons will not be allowed to check out videocassettes.

4. The use of 14-day videocassettes will be limited to FIVE TAPES (titles) per approved adult card.
      a. 14 days tapes can be renewed.
      b. An overdue fine of $2.00 per tape per day will be strictly enforced.
      c. Borrowers are responsible for any major damage or loss of videocassettes while in their possession.
      d. If borrowing privileges are abused, patrons will not be allowed to check out videocassettes.

Meeting Room Policy

1. The use of library meeting rooms will be granted free of charge to community groups of an educational, cultural, charitable or civic nature. This includes public forums held by responsible civic organizations for the purpose of presenting to the public all sides of an issue.

2. The use of library meeting rooms by political, partisan, commercial, religious or social groups may be permitted with a fee. The library board of trustees and/or the library director will, at their sole discretion, grant permission on an individual basis.

3. One or more adults must supervise children and young adult groups who use the meeting rooms. 

4. Application for meeting room use must be made through the office of the library director. 

5. Meeting rooms may not be used at times the library is not open unless the library director or a board member is willing to open and/or close the library. 

6. An advance notice of 24 hours must be given to the library in the event that a scheduled meeting is cancelled. 

7. The library board of trustees and staff meetings will be given priority in scheduling meetings. 

8. The following rules apply to all meetings: No alcoholic beverages or smoking allowed on library premises. 

9. All groups or individuals using the library facilities will be charged a deposit of $50, payable before the meeting commences. 

10. Each organization assumes full responsibility for any damages incurred during use of the facility. Abuse of the facilities will result in forfeiture of the deposit and future use of the facilities. 

11. The library assumes no responsibility for hats, coats or other personal belongings of those attending meetings; neither does it guarantee parking for those attending. 

12. No provision can be made for storage of equipment by regular users of meeting rooms.

13. If the kitchen facilities are used, the kitchen must be cleaned and electrical appliances unplugged after use.

14. The meeting rooms and the kitchen must be left in good order. All groups must remove their trash from the library premises. Failure will result in forfeiture of deposit. 

15. Granting the use of meeting rooms does not imply approval by the LHPL of the group, the meeting or ideas presented at the meeting. 

16. Meeting fee schedule.
        -$10 per hour up to $100 per day ($10 minimum)
        -$35 minimum for use of kitchen
        -$45 minimum for use of kitchen and meeting room
        -$10 locking or unlocking library outside of regular business hours

Copier
The library has two copiers available for public use.  Black and white copies are $.10 per page, color copies $.25 per page.

Software
Microsoft Internet Explorer, Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Power Point, and others.

Hardware
Color Printing, Laser Printing (Black), Color Scanning, CD-R burning, and others.

Educational Software

The Library has CD ROMs for Math, Algebra, Trigonometry, and Geometry. Learn to speak English. We also provide CDs for National Geographic Maps, The Complete National Geographic, 1999 Grolier Encyclopedia, Britannica Encyclopedia, and the American Heritage Lincoln/Civil War CD
